The ‘ICT@Schools’ scheme
is a window of opportunity to the learners in the Government Secondary and Sr.
Secondary schools in the country to bridge the digital divide. Government of
India has sanctioned ICT@Schools Program to be implemented in 465 Schools of
Jharkhand. The Objective of the Project are:
a)
To
establish an enabling environment to promote the usage of ICT especially in rural areas. Critical factors of such an
enabling environment include widespread availability of Computer
infrastructure, internet/Broadband connectivity and promotion of ICT literacy.
b) To ensure the availability of quality content online and through client server architecture.
b) To ensure the availability of quality content online and through client server architecture.
c)
Enrichment
of existing curriculum and pedagogy by employing ICT tools for teaching and learning.
d)
To
enable students to acquire skills needed for the digital world for higher
studies and gainful employment.
e)
To
provide an effective learning environment for children with special needs
through ICT tools.
f)
Promote
critical thinking and analytical skills by developing self-learning skills of
the learner leading to student-centric learning.
g)
To
promote the use of ICT tools in distance education, including the deployment of
audiovisual medium etc.
2. Method of Implementation
The schools are divided
in four zones. The project is to be implemented on ‘BOOT’ model in each school
falling in particular zone for initial period of 5 years. Two Service
integrator/agency is selected through e-tendering process. The IL&FS Education and Service Ltd is
selected to implement in Zone 1 and Zone 2 schools and The Ricoh India Ltd is selected to implement in Zone 3 and Zone 4
schools. MoU for implementation of ICT@School is done accordingly.
3. Role of the Agency
a.
Establishment
of ICT Lab which include Supply, Installation and maintenance hardware and
software items in the School. The agency will maintain the hardware, software
and connected accessories in proper working condition throughout the contract period
b. To provide manpower and other services for
successfully running of ICT Lab.
c.
Teacher
Training as per the guideline of ICT@School scheme and/or any guideline received
time to time
from State/Central Government.
Agency will impart teacher
training in Hindi as the medium of instruction.
d.
The
agency will pay for the electricity consumption made by the computers and
accessories used in each school under this contract. And the cost of fuel for
the generator set will also be borne by the bidder. When electricity is not
available the bidder will ensure minimum four (4) hours of generator support
per working day.
The record of such cost
so paid must be maintained at school with proper signatures of Teachers/Head
Teacher of the school and must be made available to District/State as and when
required
e.
On-site
warranty for Computer Hardware, Software and connected accessories covering the
contract period of 5 years.
f.
The
removal of Virus/ Malware/ Trojan/ Worm from the supplied desktops/Hardware items.
g.
Monitor
the implementation of the scheme at the school level, install MIS software (if
any) provided by JSEPC and submit periodical reports and also submit Quarterly Performance reports to
the department.
h.
To
establish Help Desk facility for the redressal of operational difficulties
JSEPC may appoint third party agency for inspection and audit to measure the
success of the project during the tenure of the project and JSEPC may take any
action, if required. The successful bidder need to share all the information
and co-operate with JSEPC / 3rd Party during the period of contract
i.
The
equipment and services supplied under the contract shall be fully insured by
the agency against loss or damage incidental to manufacture or acquisition,
transportation, storage, delivery and installation. The period of insurance
shall be up to the date the supplies are accepted and the rights of the
property are transferred to JSEPC after the project period ends.
4. Miscellaneous Information
i.
No
equipment shall be removed from the school premises by the agency without the
concurrence of the School Head Master including for the purposes of
replacement, services etc.
ii.
The
Computer centre must be available for inspection by the competent authority of
Govt. of Jharkhand/JSEPC, anytime during the
project period.
iii.
The
employee of the bidder will not claim any employment with department during or
after the contract period.
iv.
The
agency has to observe all statutory compliances like Service tax, Minimum wages act etc. of Govt. of Jharkhand and Govt. of India as and when applicable
during the contract period.
v.
Adequate
care shall be taken by the agency for the safety and security like Insurance,
Watch and Ward etc in respect of the all the materials supplied to school.
vi.
The
payments as per the Payment Schedule, terms and conditions covered in agreement
shall be paid by this office of JSEPC to the agency. However, Payment of the
Bills would be payable, on receipt of advice/confirmation for satisfactory
delivery/installation/re-installation, live running and service report from the
concerned Schools sites and/or respective district authority where the
purchased equipment’s have been delivered.
5.
Providing Training to Subject Teachers
a. Objectives of Training
The trainee becomes capable of using
computer for normal operation & installing, operating & using the
software.
i.
The
trainee understands the manner in which the topic is dealt with the answer
questions/queries from students on the topics.
ii.
The
trainee should be able to make his/her own lesson plans using the MIS software
developed by the Bidder and using the Internet facility available in the school.
iii.
The
training should be hands on with the help of computers and software
(educational) developed.
iv.
The
Training should include presentation/discussion on the topics by subject
experts also.
v.
A teachers’
manual should be made available to all the trainees.
vi.
Expected
set of questions/answers should be provided at the end of the training.
b. Training Delivery
The training shall be conducted at
District Level and duration of training is as follows:

First time induction
training should be provided to all teachers/selected teachers in ICT the
selected schools. The average number of teachers per School for the district
will be 10.

c. Training Module
The agency will have to get their
training module ratified by the Technical Advisory Panel of the JSEPC or agency
authorized by JSEPC.
i.
At least 10
teachers from each school needs to be trained.
ii.
Each training
program will have maximum 30 persons.
iii.
JSEPC
will provide training space for the training of teachers. Other necessary
infrastructure such as computing equipments and other arrangements would be
provided by the bidder. The bidder will have to also provide the requisite
faculty and other learning resources required for the effective conduct of the training.
d. Penalty under Teacher Training
i.
The
penalty for not/Partial imparting Teacher training will be calculated as
follows:-
Induction Training: The average number of teachers per district to be trained
is 10. If the average number of teachers trained is below 10, an amount of Rs
400/- per teacher training day loss per teacher or the amount quoted for
teacher training per day per teacher (as arrived from the quoted cost of
Teacher Training (Refresher) per school), whichever is higher will be taken for
penalty calculation.
Refresher Training: The average number of teachers per district to be trained
is 10. If the average number of teachers trained is below 10, an amount of Rs
400/- per teacher training day loss per teacher or the amount quoted for
teacher training per day per teacher (as arrived from the quoted cost of
Teacher Training (Refresher) per school), whichever is higher will be taken for
penalty calculation.
6. Role of JSEPC/District/School
a. Separate room for Computer lab
required to install all computer systems will be provided by the Government /
School free of cost.
b.
School will
provide single-phase power connection to the ICT Lab.
c.
District
will provide training space for the training of teachers. Other necessary
infrastructure such as computing equipments and other arrangements would be
provided by the bidder. The bidder will have to also provide the requisite
faculty and other learning resources required for the effective conduct of the training.
